How to make frree my lan from the muscles men peacefully.?

In a land dispute I am runing door to door, even i visit the Janta darbar of CM(Bihar) ,DM (West Champaran), SP (West Champaran), but no result , the culprits are capturing my more land, without any paper of Land. They are local holigans shelter by Police. how can I make free my land from the these muscles man peacefully. local police is inactive and i think Adminstration is in hibernation.
