Where to make a cd/dvd jewel case insert?

I don't want to do it in itunes because it puts the songs on the insert. i have a dvd that is the same size as a cd, and i want to make a cool/fun cover insert for it. Where can i find something FREE on the internet like a cd cover creator to help me make it???
